7. Conclusion
Community empowerment and ownership legislation has long been a positive force and delivered real change for many places in Scotland. This report identifies continued demand for community ownership, the SLF and public sector to support communities in acquiring assets. It also highlights areas where policy ambition and practical reality need to be more aligned. This is seen through challenges relating to funding, capacity and access to ownership opportunities.
The report points to the need for a refreshed approach and greater momentum to expand the community ownership agenda across Scottish Government and the public sector. The actions create a supportive environment for communities to acquire, manage and develop assets and deliver services that provide lasting local benefits.
At a time when Scotland is seeking to advance Community Wealth Building, public service reform and a just transition to a net zero economy, community ownership represents a practical and proven mechanism for delivering local services and aspirations.
